It is not applicable to self-ballasted fluorescent lamps with covers. This standard is mandatory for manufacturers targeting the Chinese market.

The standard classifies energy efficiency into 3 grades, with Grade 1 being the highest. The minimum allowable value of energy efficiency corresponds to Grade 3.
